Plain English
There are two national congresses: one runs core state decisions, and the other organizes Party direction and leadership confirmation.
Common Concern
A congress can become a closed professional class. The proposed design uses rotation, sortition, functional representation, and support for ordinary delegates.
The National Congress
The National Congress is the highest state representative body. It legislates, approves budgets, oversees government, confirms major appointments, amends the constitution, and conducts authorized removal proceedings.
It contributes to planning through consultation rather than a final veto: Congress debates a proposed Five-Year Plan, hears the State Executive Council’s reports, questions ministers, and scrutinizes implementation, while the Plan receives legal force through Party central approval and the State Executive Council.
Its working design combines randomly selected ordinary Party members with workers, youth, regional delegates, experts, Party officials, cooperatives, and civic bodies.

The National Party Congress
The National Party Congress is separate. It confirms the General Secretary and Head of State, elects the Central Committee, and reviews Party direction.
Its representation is intended to include territorial branches, workers, youth, experts, public institutions, cooperatives, regions, and civic bodies rather than only Party administrators.
The Standing Committee and its Chair
Between full sessions, a Standing Committee of roughly 300 members carries the Congress’s continuing work, with the same mix of sortition, functional, and expert representation in miniature.
Its Chair serves a five-year term that permits up to three terms. Each renewal must pass four gates: Standing Committee performance review, Council of Experts competence and ethics review, Party renomination, and re-election by the full National Congress.

Each renewal of the Standing Committee Chair — whose five-year term permits up to three terms — must pass four gates: Standing Committee performance review, Council of Experts competence and ethics review, Party renomination, and re-election by the full National Congress. Failing any gate halts the renewal.
