Complex systems need skill
A modern state runs environment, finance, courts, infrastructure, education, technology, and security on expertise, because nothing else operates at that scale. The same scale is why impulse fails there.
Skill is not a blank check
Skilled people still need limits. They can become arrogant, insulated, self-protective, or wrong. The model requires transparency, audits, rotation, review, and responsibility.
Avoiding caste
The public system has to keep paths into responsibility open and reviewable. Qualifications should not become inherited status or turn public service into a closed club.
